This is a scan or photograph of a copyrighted document. Dated 1993 and appears to be work of city or private entity (not PD federal). Brianhe (talk) 17:38, 7 October 2014 (UTC)[reply]

The Flickr account I uploaded it from was the city archivist's site, where this was released under an appropriate CC license. We have several thousand Seattle documents on this basis, and even have a special templates for one set that didn't come via the Flickr account (see File:Seattle city map from City Clerk's atlas.jpg) and which they placed in the public domain at our request.
The Seattle City Archivist's office are pretty careful to mark items as "All rights reserved" in Flickr when the city doesn't actually have the rights to release them (e.g. some modern postcards they've put up). I don't see any reason to doubt their licensing in this case. Do you, or was it just a general doubt on anything at the city level because it wouldn't automatically be public domain?
