Keep clearly not a duplicate - a different photo of a different passport of the same country, different composition (one is a photo of the passport, the second seems to be something like a copy of the passport). The photo is not a creative artwork and evidently not a proffesional work - and the uploader claims himself as the copyright holder through the license template.
