このファイルについては製作者である、木曽川河川事務所が正式に自由に使って良いと許可を出しています。私はその許可のもとファイルを利便性を高めるために編集し、アップロードしました。このファイルがPDである理由はすでに明記してあるとおりです。これ以外の選択肢が現在のカテゴリーにはありません。相手が著作権がないと主張するものを、勝手に著作権があるが自由に使えるものなどに変更はできません。

Is a producer for this file, you have issued a permit to the Kiso River Office may use officially free. I edit the source file for the license in order to increase the convenience, it was uploaded. The reason this file is a PD is as you have already noted. The other choice is missing in the current category. What the other party claims that there is no copyright, without permission there is a copyright can not change, such as those that can be used freely. Delete User:Ursus.japonicus states that the copyright owner has released the image into the public domain, but we cannot rely on an editor's representation. Unless we can confirm (through OTRS) that it is free, the image must be deleted.--Dwy (talk) 21:40, 22 May 2016 (UTC)
こちらはファイル製作者の著作権は存在しないという許可に従って行動しているだけです。そこに疑義が有るなら、当事者以外の第三者が製作者に対してこのようなものがアップロードされているが、問題はないのかと確認するしかないでしょう。その責任まで押し付けないでください。

- @Ursus.japonicus: Per our policy, it is sorely the uploader's (namely, your) responsibility to prove if the file is free enough. It may be true that the grant has been issued by the original author, the Kiso River Office, but the fact that the background image is unsourced still remains. As OTRS doubts if the file is free, you have to clarify the source of the background image, and prove it is free license or in the public domain. Otherwise, the file cannot be kept.
