I would argue our usage is under royal decree. Official portraits of monarchs are usually not copyrightable. There are other pictures on commons which show that this indeed is the official portrait.
I did not know what to put for the source as while the photo was not created by the webpage, that's where the digital upload of the image is from. TansoShoshen (talk) 01:24, 7 March 2023 (UTC)[reply]

    That copyright claim is in a footer, presumably automatically added. It doesn't seem to specifically concern this image. If such an official portrait is in the public domain in Cambodia, or the copyright is owned by somebody else than the Department of Information Technology, then the copyright message changes nothing. –LPfi (talk) 07:49, 4 April 2023 (UTC)[reply]

    As the photo is published on an official site without noting the artist, one could argue that saying the author is {{Anonymous}} is allowed. It is possible, however, that it is well-known in Cambodia (in the sense that it was told when the photo was first published or similar) who the photographer is, and in that case we should really try to find it out. In similar cases, I use NN, which I find better than leaving the field empty or saying anonymous (or {{Unknown}}) without thorough research.     I'm Cambodian. Usually photos are taken by either the royal themselves or someone on the Royal Cabinet. However, as far as I know, there is no finding a specific person with the latter. TansoShoshen (talk) 01:28, 6 April 2023 (UTC)[reply]
