I'm the photographer, and I'm changing what I wrote before.
You can put your new picture at the Wikipedia article on Northern New Mexico College without deleting this one from Commons (which is what you're requesting). Just upload your picture to Commons and add it to the article.
If you then deleted this picture from the article, then as I understand Commons:Deletion_policy, you could request deletion of this picture on the grounds that it's low-quality and redundant. The community would decide whether to accept that request or not.
Personally, though I may be biased, I don't believe this picture is so low-quality that it needs to be deleted from Commons, and in fact I think it could remain at the Wikipedia article along with your new picture. JerryFriedman (talk) 21:59, 14 February 2019 (UTC)[reply]
 Keep: This file is in use on en:Northern New Mexico College, so under COM:INUSE it shouldn't be deleted from Wikimedia Commons on grounds of quality. @Sandra Krolick: I see you've already uploaded File:Northern New Mexico College main campus.jpg, so you can now edit en:Northern New Mexico College to refer to the new picture.
