The photo was taken by the government of a country that no longer exists (USSR), during the Great Patriotic War. Over 70 years ago. I wanted to use the original from Russian wikipedia, but it wouldn't work in the English version. [ru.wikipedia.org/wiki/Файл:Дроздов,_Н.Ф.jpg] File:Drozdov, N.F.jpg If you know how to change its publication justification to non-free fair use, show me so it can continue to be used to illustrate the article about Drozdov.
