The source video is tagged as CC-BY by its author, MoneyGlitchGod. However, MoneyGlitchGod did not author all parts of the video, including the scene pictured in this screengrab. The scene in question was self-shot by Ned Luke himself, and it is not clear whether Luke transferred the licensing rights to MoneyGlitchGod. - Lack of proof for a missing license is not proof of a granted license. We have no indication that the license was transferred and, given MoneyGlitchGod's track record with including copyrighted material with freely licensed videos, that is also rather unlikely. - Further to the point above, it appears that the video was commissioned through Cameo. The TOS of that platform state:
CAMEO Videos are licensed, not sold. You are buying the right (or license) to use it, not the actual CAMEO Video itself.
Subject to your payment in full, the Talent User hereby grants to you the following limited rights to use the CAMEO Video (other than a Business CAMEO Video) solely for your own personal, non-commercial, and non-promotional purposes, ...
