Keep Appears be be a copy of an old photograph, but not so old as to cast doubt on its authorship. User has uploaded several other photographs that appear to be of a similar age and are likely to be from the same country, this reinforces the claim of authorship. - Please read Commons:Deletion requests/File:Rıfat Balaban Necla Erol.jpg and its talk page. They do not even accept family photographs; let alone public things like this. You may wish to open a general discussion about these photos. I will support to keep the family pictures as I have always done and will try to find other examples to show you. I even DR'ed one of them myself for asking it to be "kept" so that no-one would suddenly get it deleted. When I have some time and a fresh mind will try to remember and link the case.
