(edit conflict) I just noticed that the user page User:Naeemrana2k was not created by the user himself, so this user page should be deleted per insulting behavior of its creator. However, this would leave File:Naeem Ahmed Zafar.jpg no longer as a user page image, so that it might be deleted per out of scope.  Delete --Achim (talk) 17:35, 7 April 2016 (UTC)
