The uploader is clearly not the copyrights holder. And this image being in the public domain is too suspiciously "perfect". For instance, the previous best image available for the English Wikipedia is this thing en:File:Rewards for Justice Mullah Omar.png. Brightgalrs (talk) 03:27, 25 July 2019 (UTC)
