License on page claims that this was created by a legislative or judicial officer in the course of legislative or judicial duties. However, the source credits the image as "Courtesy of Sherburne County", which does not appear to be either a legislature nor a judiciary (such mugshots are ordinarily taken by police, who are neither of these things). Works made by state and local officials in the U.S. that are not edicts of government are (in general) subject to copyright protections; while a small number of states release their works into the public domain, Minnesota does not.
