Are you asserting that this photograph of a man who died in 1921, at age 66, where this photo looks to be perhaps 20-30 years older (younger) than that, and was taken in a country that no longer exists (the ottoman empire) is copyright 2008 by a Greek Foundation? No. I'm implying that historical images must be sourced, dated and licenced accordingly, if not they may get deleted. Examples are abundant. (BTW it's Ottoman Empire, not "ottoman empire".) Regards. --E4024 (talk) 20:21, 5 March 2019 (UTC)[reply]
It can be copyrighted still, the burden is for editors to show proof of licensing. This is necessary even for photos that the photographer is unknown. The licensing would have to show who is the photographer who has the copyright. This is why some USHMM photos are released fair use, but it is ambiguous whether there exists a copyright holder somewhere, otherwise it will need to be released from OTRS. This is my understanding based on my past discussions with administrators. The current licensing information needs to say where/when it was published and is currently incomplete. How can we find this out? It is not a simple matter like with a famous painting or novel that anyone can easily find the date. Seraphim System (talk) 21:09, 5 March 2019 (UTC)[reply]
