I would like to know why such a recent image is considered CC0 when it was uploaded by a museum and not a photographer? Those large foam hands are not that old. Ellin Beltz (talk) 03:07, 16 August 2019 (UTC)[reply]

Mexico City Government licensed all of their photos as CC0 on Flickr, including those who are located on museums they manage. --Luisalvaz (talk) 18:03, 16 August 2019 (UTC)[reply]
As we can read in the foam hands the picture is from 1986. But the point here is not the time but the source. All this pictures come from Museo Archivo de la Fotografía which is a museum that is part of the Culture Ministery of Mexico City Government [1]. It's an historical archive of the pictures taken by Mexico City oficial photographers, that means, civil servants, so the pictures are property of such government. With that legal status, that government dedicated the pictures to the Public Domain, since are pictures coming from public sources, according to local laws and as is stated in their Flickr page [2].
