This building was designed by Kohn Pedersen Fox Associates (KPF) and completed in December 2016 according to enwiki. In most countries, all paintings, sculpture, architecture, text, and other creative works have copyrights which last for a certain period of time after the death of the creator (be it the last-surviving architect, engineer, designer, sculptor, engraver, or painter). An image of a work that is still under copyright is a derivative work, and infringes on the copyright so that we cannot usually keep the image on Commons. In some countries, there is a special exception to the copyright law which allows such images under certain circumstances. We call that exception Commons:Freedom of panorama (FoP). Sadly, South Korea has no Commons-acceptable FoP. Their FoP is limited to noncommercial, and this conflicts with Commons:Licensing#Acceptable licenses which, by its essence, requires that all educational files be freely reusable, even for inclusion of building and sculpture images on commercial media like postcards, calendars, online vlogs, and T-shirt prints without the need of architects' or sculptors' permission, something Seoul seems not wanting to provide, as supported by a Supreme Court decision in 2012 (https://glaw.scourt.go.kr/wsjo/panre/sjo100.do?contId=2170534). Unless this East Asian nation amends/reforms their copyright law to remove prohibition on commercial reuses on new and free media of pictorial reproductions of South Korean architecture, sculptures, and other artworks still in copyright, images like this cannot be kept at Commons.
