It is a logo taken from a website and I do not see the creative commons license listed on the website. I'm not sure if {{PD-VietnamGov}} could apply as this is an official document (but it is not text). Perhaps someone knows more about it than I do and can answer the question. As I read the DR it was not finally decided what to do with logos, seals, emblems etc. But since some are PD due to age and others may be PD-ineligible that could be an argument to keep those. But there was some discussion about the word "documents" vs "text" and some made the argument that logos were a part of the documents so they should be PD. The discussion was closed so that it could be discussed in smaller and more similar batches.
Personally I would say that the law says "documents" and not just "text". So if a logo can be found on "legal" documents then I think we have good arguments to keep it. --MGA73 (talk) 10:38, 28 February 2021 (UTC)[reply]
A difficult question, because the rules might be different in each country and often a single-case issue by courts. Well, government documents might be in the PD, but these might contain third-party images or photos that are not, that needs to be clarified. Officials emblems, however, are usually considered to be PD, although of course their use is limited by restrictions imposed by trademark laws.--Antemister (talk) 12:25, 28 February 2021 (UTC)[reply]
