 Keep. References indicate that original map styles are by user Mtcv who has released their work to public domain and documented it here. While borders itself are non-creative and shouldn't matter copyright-wise, there doesn't seem to be restrictions related to non-copyright rights (subject to COM:NCR) either, besides attribution requirement, as indicated by permission info added to some files like this from the same map set.  Kept, the base map was uploaded in 2004 by Mtcv in nl.wiki. Those ancient times OTRS-system did not exist yet and it is now grandfathered own file, where no special permission is needed to confirm own work. Jcb said, that the base map obviously isn't own work of Mtcv. Why not? I consider this possible. Taivo (talk) 11:21, 13 September 2019 (UTC)[reply]
