As noted on the Metro Manila Subway talkpage, the image seems to be a derivative work of an image/s of train in the "Tokyo Metro Marunouchi Line" line train. This image can't be hosted in the commons. Supposedly the image in the public domain because it was created by the Philippine government or an employee working for the government. However its dubious origin makes its copyright status unclear at best, and may violate Tokyo Metro Company, Ltd.'s rights. Hariboneagle927 (talk) 12:19, 1 July 2021 (UTC)[reply]

  •  Unsure about the copyright status of the underlying train image. But it should be noted that publication of a third-party work in a government media (e.g. PTV reports, DOTr press releases, PhilPost stamps) does not invalidate the copyright holder-ship of the copyright owner of the third-party-sourced image. The PD-PhilippineGov license is not to be applied to anything seen on Philippine government sites. See also COM:Philippines#Government works.
