It is unclear whether this image is in the public domain. The curcumstances of its creation are unclear, though it is speculated that it was taken by the US Army. - Keep It should be clear that the veterans day cite is not the source of the photo. The page lists him as a 2016 nominee, and by 2016 he had already been blinded for 14 or so years. Since the picture was from when he was much younger and -not- blind, I think it's safe to say that is not the source. And as it was filed under a U.S. government license, I see no grounds for removing it until we find some evidence to show it is NOT a product of the U.S. government - and there is certainly circumstantial evidence to support that it was taken by the U.S. government.
