These are butter sculptures "in front of the assembly hall of the w:Kopan Monastery" (per enwiki article w:Butter sculpture). Kopan Monastery is situated outside "Kathmandu", the Nepalese capital city. Unfortunately, there is no freedom of panorama in Nepal. These artworks are likely recent and this image under commercial Creative Commons license needs license permission from the sculptor (or his heirs) who is the copyright holder of the artworks.
