- Having a photo of an unusual habit hardly breaks NPOV. Insisting that only "dignified" photos be published is the real threat to NPOV. In any case "Commons is not Wikipedia, and files uploaded here do not necessarily need to comply with the Neutral point of view...requirements imposed by many of the Wikipedia sites". But the real problem with the image is that it is not freely licensed, and the original tweet that carried the image doesn't indicate any compatible license, nor does the photographer probably want his work uploaded for uncompensated use. In any case, there's probably no need for a deletion request, as the unlicensed image will be speedily deleted soon if no compatible license is asserted.
