Yes, and who was British. Painting made in the UK. No reason why a PD-US claim should be applicable at all (especially without information about the publication history). If Rice died 1959, this is under copyright in the UK until the end of 2029. If a pre-1923 publication can be asserted, this could be moved to the English Wikipedia as PD-US-1923-abroad.
