This photo is from a YouTube video. In video description it says it is copyright free, so screenshots can be taken from video and uploaded at Wikipedia. The video uploader is Η ΑΥΓΗ and you can check the source (video) so to verify that. If this channel does not hold the copyright you can contact them, but as there is no report in the video and it is copyright free any screenshot can be taken and be uploaded at Wikipedia. @Stevenmits: Η ΑΥΓΗ are hosting a lot of videos which are not their own work. In this case the video is from the public network EPT3. --Patrick Rogel (talk) 22:45, 7 March 2019 (UTC)[reply]

Whilst You Tube continues to undertake considerable effort to remove copyright violations, the fact that it's a site where users contributor content, means that it may contain content where the copyright status of any given video is misrepresented (Such as a user uploading content from a broadcaster without formal permission.). If you want to use a screenshot from a video on You Tube on Commons, you will have to ask the uploader of the video, to confirm they own the rights to ALL the footage in that video, via OTRS. Recently You Tube started getting a lot stricter on uploaders use of third party footage as well, meaning that potentially taking a screenshot from a video where there was no explicit confirmation or permission could result in a situation where because of You Tube removing the video at a later date, you have a screenshot with an unverifiable source.
