Delete the file description "Official portrait of Kåre Willoch, Prime Minister of Norway 1981-1986." does not prove this have been published by an official organ. The source "Official portrait bought on auction." does not prove anything. So i do not belive this image fall within the scope of PD-NorwayGov. (this is an official image of Kåre Willoch, but may not fall within PD-NorwayGov)--Andrez1 (talk) 22:12, 22 August 2020 (UTC)
