The uploader claimed that this image appeared in the public domain source the Jewish Encyclopedia but I have been unable to find the image itself, just entries describing the artifact the image depicts. Furthermore, if you look the image up in the archaeological database Epigraphik-Datenbank Clauss-Slaby (German Wikipedia link) by going to the database's web site http://db.edcs.eu and plugging in the inscription's catalog number "EDCS-28300234" the entry that comes up includes a link to what appears to be the exact same image accompanied by a copyright notice. truthious andersnatch 10:23, 25 September 2020 (UTC)[reply]

The image also appears with a copyright notice in that page, which says that it is from a 1940s work called the Universal Jewish Encyclopedia, not the 1900s work the Jewish Encyclopedia which you inserted the licensing template {{JewishEncyclopedia}} for when you uploaded it. --truthious andersnatch 13:09, 25 September 2020 (UTC)[reply]
It appears that Olevy normally edits in a language other than English, so I want to be sure to point out that I slightly misworded my statement above: the page linked to at jewishencyclopedia.com does not technically say that this image comes from the Universal Jewish Encyclopedia; it just presents it next to text and page images from the Universal Jewish Encyclopedia. HathiTrust does have copies of the Universal Jewish Encyclopedia volumes; see here for example. You need to have an institutional HathiTrust account to view the pages directly because the volumes are marked as copyrighted but if you cut and paste sentences from jewishencyclopedia.com you can verify that you get search hits inside them.
I am noticing that jewishencyclopedia.com will not allow the viewing of any page before the first one in any volume, so I would hazard to guess that the web site is misrepresenting its ownership of the content as well as the content itself. However, that still leaves the EDCS database and HathiTrust who both consider this Commons image to be copyrighted. --truthious andersnatch 17:53, 25 September 2020 (UTC)[reply]

Well I can agree with that. Whatever reason EDCS, jewishencyclopedia.com, and HathiTrust had for marking versions of this image as copyrighted, it does seem that there is a public domain version too.--truthious andersnatch 02:55, 26 September 2020 (UTC)[reply]
I am not understanding what is written above but I still see this foreword to the Jewish Encyclopedia (not necessarily "Universal") : "This website contains the complete contents of the 12-volume Jewish Encyclopedia, which was originally published between 1901-1906. The Jewish Encyclopedia, which recently became part of the public domain, contains over 15,000 articles and illustrations. This online version contains the unedited contents of the original encyclopedia. Since the original work was completed almost 100 years ago, it does not cover a significant portion of modern Jewish History (e.g., the creation of Israel, the Holocaust, etc.). Olevy, frankly I would ignore this user, they have a pathological obsession with removing historic Jewish content from Wiki sites and nothing short of mailing out a copy of the encyclopedia is going to convince them (probably not even that). Finally linking to a copy of the image that did not say "copyright" at the bottom definitely has helped to persuade me.—Enfin, un lien vers une copie de l'image qui ne disait pas «copyright» en bas a définitivement aidé à me convaincre.
