DON'T DELETE IT! Although the authors of this file were not Libyans, the file itself was produced in Libya, and its copyright expired according to the Libyan law!--Maher27777 (talk) 22:08, 27 June 2010 (UTC)[reply]

Maybe, but on Commons the file must be public domain in the country of origin and that not depends on the location of creation. See e.g. the Berne Convention. So produced in Libya and libyan copyright law is unimportant for this. Also most copyright laws not grant copyright to people who created something on their teritory but to citizens and people who publish something in their teritory, thats important. --Martin H.
