This is nothing short of Damnatio memoriae, this person had a short fuse and rather than trying to engage in conversation with this user people only responded with under bans, this doesn't mean that every trace of their existence should be removed from WikiMemory, this file was uploaded by them with a free license to be used on several pages, some of these pages were blanked by the nominating user, this is nothing but spite.  Keep as the blocking admin didn't blank the user page and as this user simply shares an opinion on their user page I would say that this file is Commons:INUSE, and this user has had some good contributions to Wikimedia projects, blanking the page now would just be POINTy, I don't get why "untouchable" users should be forgotten. --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 13:31, 29 June 2018 (UTC)[reply]
Even the user page is not blanked there, the user is not an active member on the project where the file is used (and only on their user page) and therefore is not considered within project scope. Original statement of the policy is "The uploading of small numbers of images (e.g. of yourself) for use on a personal user page of Commons or another project is allowed as long as that user is or was an active participant on that project", which means as long as a user is not or was not an active participant on the project, the images (e.g. of self) for personal user page is not allowed (this is basically a contraposition and therefore is an equivalent to the original statement). Most edits the user made at enwiki have been reverted or removed for various reasons, the only handful ones left over should not be considered significant, and I don't classify the user as ever actively participated enwiki. -★- PlyrStar93 Message me. 15:04, 29 June 2018 (UTC)[reply]
Regardless of their edits, plenty of former WMF employees still have their pictures up and many deceased or otherwise "retired" editors still have their images on their user pages, should we all start removing their userspace images? Of course this, the wording of that policy is exclusively written towards users who only make a Facebook'esque userspace. "is or was an active participant" banned users were active once, he made content edits, regardless if they are significant, on the es-wiki their contributions are more numerous and his picture is also used there. Only INeverCry hunted for inactive users to speedy delete their memories, it has never been an active policy to remove images of historically active participants.
