The uploader stated that "Any usage of the image outside Wiki needs to be approved by and licensed through epa – European pressphoto agency b.v. (www.epa.eu)". That conditions are not acceptable. See Commons:Project scope#Must be freely licensed or public domain. The copyright holder must agree that anyone can reuse this file anywhere, anytime for every purpose including commercial purposes.
