Copyright violation
TKsdik8900 (uploader) says "Source=https://www.env.go.jp/park/minamialps/5_miraihe.pdf". However, his explanation was false. TKsdik8900 uploaded this photo on 05:29, November 13, 2023. This photo does not come from 5_miraihe.pdf. This photo came from the website of the Foreign Press Center Japan. This website says "Copyright © 2015- Foreign Press Center Japan. All Rights Reserved". The photo that uploaded by TKsdik8900 on 05:29, November 13, 2023 did not change the resolution of the image subject to the Terms of Use for Using the Content of the Ministry of the Environment's website (Government of Japan Standard Terms of Use Ver.2.0). The photo that uploaded by TKsdik8900 on 05:29, November 13, 2023 has a larger shooting range than the image subject to GJSTU-2.0, so there is no way to make derivative works of the image subject to GJSTU-2.0. There is no problem to make derivative works of the image subject to GJSTU-2.0. But the photo that uploaded by TKsdik8900 on 05:29, November 13, 2023 was reprocessed from the another website. --Nnkrkrhhdi (talk) 02:51, 28 December 2023 (UTC)[reply]

After discussions with Nnkrkrhhdi, I found that he and I have fundamentally different perceptions about licensing. I would expect, as have been the cases above in the past, a consistent decision by an administrator as Commons, even if I do not know which administrator will make it, but if a decision is made that differs from previous precedents, I will respect it and take it into consideration. --TKsdik8900 (talk) 06:38, 30 December 2023 (UTC)[reply]
 Delete It's an old photo that Shizuoka prefecture (2015) used. It seems likely that the prefecture, one this person is the governor of, is the original author of the picture, and the one who can license it (so the central government including the environment ministry is not in the position to license it). Shizuoka's copyright policy available on their website is "All Rights Reserved", and I don't see specific license about this picture either. An unlikely situation where copyright transfer (to the central government, or to FPCJ) happened is not impossible, but we would certainly need specific evidence for that. Without further evidence, I would say the first possibility I gave above is most likely - that means that the work is not licensed by the copyright holder. whym (talk) 11:34, 30 December 2023 (UTC)[reply]
