Well, the watermark seems to be pretty hard to remove. I think it's more the case that the USGov made the image and Boeing just wrote (c) below it (like it happens a lot on Commons)

We can't assume anything. We'll either have to find it at a USGov website stating it as government work or find it elsewhere with a link back to a militay source. Just because it was made on a USN vessel it doesn't have to be made by USGov personnel if it was made during a testfiring of a new rocket. --Denniss (talk) 22:04, 7 August 2011 (UTC)[reply]
