There's no evidence, that this image was published in the USA between 1923 and 1863. Only to be created in this time is not a proof. Creator is unknown, so the possibility is very high, that he or she is not dead since 70 years. So why exactly we should believe, this image is free? Keep -Did you mean to say 1963? At any rate, yes there is evidence. Maybe I should've been more clear, but this photo came from a pamphlet produced by the Belgian Government-in-exile during the war, called "The Belgian Congo at War." The purpose of this publication was to raise awareness in the United States of Belgium's contributions to the war. I admit that the link I put as the source to the uploaded photot doesn't have the date, but this ebook format of it does, saying 1942: [1]. I think that should settle it.
