Taiwan Intellectual Property Office (TIPO) finally reverted to the original standpoint by Wikimedia Commons before 2018: that public artistic works cannot be freely used commercially if main subjects or themes of the photos (see Commons:Village pump/Copyright/Archive/2023/01#FOP Taiwan).
According to this webpage, the work 馬偕大雕像 was incepted in 1995 and authored by professor-sculptor 張子隆. JWilz12345 (Talk|Contrib's.) 10:03, 31 January 2023 (UTC)
