I'm not convinced that this is "own work". It appears on numerous copyrighted websites around the same time that it was uploaded to Commons (eg: http://www.currentaffairspk.com/complete-biodata-of-lt-gen-raheel-sharif/) and while it is possible that they all took it from Commons, I'd still be dubious about its derivative status: it appears to be a montage of an official portrait with a photoshopped background.
