It is a Public domain use, because it was created for the information of the public by the Japan Atomic Industrial Forum, what you can see, if you look at the source at the bottom of the graphic in high resolution!

I agree it is for the public to freely download and read, but I cannot see the free license for anyone to distribute and make derivatives of, that is required by Commons. The bottom of the JAIF website [1] has "Copyright © JAPAN ATOMIC INDUSTRIAL FORUM, INC. (JAIF)". The table has "estimated by JAIF" and quotes the sources used at the bottom. Their Purpose and Activities page has "The Japan Atomic Industrial Forum,Inc. (JAIF) was incorporated as the comprehensive non-governmental organization on nuclear energy in Japan on March 1, 1956."
