It's wrong that blue color until 2014 was different than blue on current flag (File:Flag of Estonia.svg). Since this file has been uploaded as a result of apparent mixup by uploader then this file is not realistically useful for an educational purpose (COM:EDUSE).

This mixup seems to be some sort of misinterpreation of dates associated to the revision of a legislative act, mentioned in relevant section in the Wikipedia article. Since 2005 there have been nine amendments to the Flag Act, including two amendments in 2014, but there is no indication that blue color has changed. The same Pantone code "285 C" for blue is given in revision passed in 2005 and in current revision. Furthermore, the same "285 C" is given in previous act (revision that entered into force in 2002). I currently didn't find earlier revisions of this act online, but nothing in this revision indicates that it was different blue (one used for this upload) before 2002 either. z2001:7D0:81F7:B580:8028:D191:C43A:EE28 17:54, 27 February 2019 (UTC)[reply]

Sorry, but what are you talking about? In the original post I didn't provide any evidence that flag changed in 2002 either. Contrarily I only showed that current blue was fixed in legislative act as early as 2002, and nothing indicates that earlier revisions didn't give the same blue. So now after rename it's still misleading in the same way.
I now figured out where does blue color of this upload come from: it's a reupload of earliest revision of File:Flag of Estonia.svg available (as of 14 October 2005). As evidenced by the revision of legislative act referred above, this blue (different from 285 C) that intended to be correct one at the time, was in fact wrong. 2001:7D0:81F7:B580:DC52:CCC:3D0E:4384 07:39, 2 March 2019 (UTC)[reply]
Aspect ratio being slightly different from File:Flag of Estonia.svg is also wrong. It's 7:11 in current flag act (referred above), and it was the same before 2014/2002, e.g. in act revision passed in 1990. Which reliable source presents this as a flag variant? (Or is there any reliable source that uses such "variant" at all?) We can't choose a proper title without knowing this. Also, as already shown, its a repload of old version of File:Flag of Estonia.svg that intended to be the common or proper variant at the time, but wasn't. So most likely it's still merely an error, not a "variant". 2001:7D0:81F7:B580:800A:7B1E:89E0:5276 13:16, 16 July 2019 (UTC)[reply]
