Licensing. This seems to be the work of John Mann, a well-known railway photographer who died around 2000. The photo date is "1950s", easily dated to 1948-1963, and consistent with many of Mann's other photographs there. Although Mann's executors gave permission for his photos to be re-used on the web, that's not how Commons acquired this one. Andy Dingley (talk) 16:32, 29 June 2019 (UTC)

- Here's Sub Brit's page on Fishguard. [2] Now they do have rights to use John Mann's photos, they might even be able to grant licences on them (or know the executor who does). Andy Dingley (talk) 16:34, 29 June 2019 (UTC)
