The artist here is not "unknown" as claimed, the image is clearly signed Warlich, and that person is named on the lower left as Gestaltung: Warlich, Hannover. While I don't have a first name or date of death for that graphic artist, older German law (Commons:Copyright rules by territory/Germany#Anonymous and pseudonymous works, still applicable here) says that graphics works like this cannot be anonymous or pseudonymous works. The only way can host this with what we know is 120 years after creation, in 2057, with {{PD-old-assumed}}. The file should be deleted and can be restored in 2057.
