@P199, |here is the website where I got it from, it is a government owned website according to their |about page. Furthermore, here is the gov.ph website (which only the Philippine government can register on) about |CulturEd Philippines which is the one that owns the website. I think it qualifies as public domain since it is owned by the Philippine government and is old enough to be considered as such. PyroFloe (talk) 23:05, 18 January 2021 (UTC)[reply]
The source website clearly says: "© NCCA-PCEP 2017. All Rights Reserved". And PCEP got the image from somewhere else, but there it says nothing about the original author, source, date. Therefore it is impossible to say if it is indeed PD. --P 1 9 9   00:20, 19 January 2021 (UTC)[reply]
The official Twitter account of the NHCP or the National Historical Commission of the Philippines, another government owned agency, cites the photo as from the Philippine Cultural Education Program (PCEP) [1]. Furthermore, according to the Intellectual Property Code of the Philippines [2], No copyright shall subsist to any work by the Philippine government, it also states that Anonymous and pseudonym works - For purposes of this act, the publisher shall be deemed to represent the author, and the publisher in question is the PCEP, and thus part of the public domain. @PyroFloe and P199: PCEP only obtained the image from somewhere else. Note that they only own it "physically" but doesn't hold its copyright. Copyright ≠ physical possession. @PyroFloe: hello. I doubt that it would comply with w:Wikipedia:Non-free content, unless Feliciano Jocson has his own enwiki article. Also, the exact source may need to be specified. Kept: This image is probably a drawing made during the life of the subject. He died according to this website in 1898. According to Commons:Copyright rules by territory/Philippines the copyright lasts during the life of the author + 50 years. As this image is about 123 years old we can safely assume that it is in PD by now. --Elly (talk) 21:02, 26 September 2021 (UTC)[reply]
