Unlikely to be work of 20minutos.es (sourced with http://www.20minutos.es/imagen/987296 = http://cdn.20minutos.es/img/2009/07/30/987296.jpg = last modified: 30.07.2009, see also file path, credited with "Foto: 20MINUTOS.ES", original news: http://www.20minutos.es/noticia/489951/0/reina/palma/mallorca/) as it was previously published by 20minutos.es via http://www.20minutos.es/galeria/1420/0/2/ (09.08.2006) = http://www.20minutos.es/imagen/502494 = http://cdn.20minutos.es/img/2006/08/09/502494.jpg (last modified: 09.08.2006), given credits to "Foto: Ballesteros/EFE", credit confirmed by Jeffrey's Exif Viewer.

Almost 1 year later, the image is republished via http://www.20minutos.es/noticia/261488/0/reyes/vacaciones/verano/ (18.07.2007) = http://www.20minutos.es/imagen/655654 = http://cdn.20minutos.es/img/2007/07/18/655654.jpg (last modified: 18.07.2007), given credits to "ARCHIVO". But Jeffrey's Exif Viewer reveals again "(...) EFE/Ballesteros" as author.

1 month later, the image is once again republished via http://www.20minutos.es/noticia/268527/0/rey/zapatero/reunion/ (21.08.2007) = http://www.20minutos.es/imagen/665567 = http://cdn.20minutos.es/img/2007/08/21/665567.jpg (last modified: 21.08.2007), given again credits to "Foto: Ballesteros/EFE".

"EFE" indicates to en:EFE, a Spanish international news agency.

The file was uploaded on 01.08.2009 at Commons.
