Of course there isn't, because I can't call the french ministry of the police department and ask them "Hey can I use your logo for our wikipedia page ?" seriously guys. This logo has been designed by public safety organization in the French Republic, so this file is basically owned by the public and I'm french citizen so why would you need any other permission to use it ? Disagree. Maybe the DCRI payd a designer, which is the owner of the copyright as author. "This logo has been designed by public safety organization in the French Republic, SO (emphazise by me) this file is basically owned by the public", maybe true in USA or other countries, is a dangerous assertion with no evidence in France...
