Why does another admin need to review this? Commons:Project_scope#File_in_use_in_another_Wikimedia_project seems to apply here. I don't think users/admins on Commons are in the position to decide for the Japanese wiki what to use and what not. Basvb (talk) 18:33, 8 May 2015 (UTC)[reply]
