Government works are not automatically PD in Zimbabwe. Per the government website's copyright policy, "All the Material on this website is subject to copyright protection unless otherwise indicated. - Alas this is another example of someone trying to judge the Zimbabwean Government's logic as though it all joins up as you would expect in a Western nation....
- The Zimbabwe Copyright and Neighbouring Rights Act [Chapter 26:05], in Section 10 (5) and (6), excludes "notices, advertisements and other material published in the Gazette" and "such other documents of a public nature as may be prescribed". As it is law that all public buildings in Zimbabwe display prominently in their entrance lobby, or some common area, a photograph of the President, photographs of His Excellency are deemed to be of a prescribed public nature and excluded from Zimbabwean copyright law. - Also, you have to remember that the people who built this website are not as versed in Zimbabwean law as you would expect from Western governments. Look at the footer of that website linked above. It says "Copyright © 2020 Government of Zimbabwe. All Rights Reserved. Designed & Developed by Government Internet Service Provider". 2020. It is now 2021. And the OPC's website is dated 2019. This file was initially tagged by CeltBrowne as Copyvio (copyvio) and the most recent rationale was: PD-Zimbabwe does not cover government figures. Generally, it covers anonymous works 50+ years old. Furthermore, source website states all material is copyrighted.

- @Túrelio: Oh dear, I wasn't aware the image had a previous deletion discussion. It seems like the same basic discussion has already been had. What Mangwanani has already stated seems to be verified by File:The Vice President, Shri M. Venkaiah Naidu calling on the President of Zimbabwe, Mr. Emmerson Mnangagwa, at the Office of the President, in Harare, Zimbabwe (1).JPG, where we can see the photo clearly displayed.
- I withdraw my nomination, and would suggest that the guidelines covered in Template:PD-Zimbabwe be updated to make clearer that works of this nature are covered by it. I based my nomination on the guidelines in the template. CeltBrowne (talk) 15:16, 19 July 2022 (UTC)
