Serious case of hoax flag. I will explain in detail:
In 2013, the user Hierakares uploaded the flag with the name Flag of Embera-Wounaan.png as "own work" with a very dubious source in Flickr (some provincial flags are hoax: Bocas del Toro, Coclé and Ngäbe-Buglé). The user has received several warnings and deletion notices for uploading flags of doubtful origin. However, in the case of this flag, it was hosted in Commons for several years and began to appear in Internet searches, becoming a de facto flag, despite the fact that there is no legal norm or original source on this flag.
In 2016 I detected the issue and requested the deletion of the file, but due to technicisms of an administrator, he kept it. The flag in question is the same from the Colombian region of Chocó, close to the Panamanian region. Since the flag was not erased, I asked for the renaming, which was accepted. But the wrong redirection as "regional flag" of Embera-Wounaan was maintained.
Because the hoax flag was several years in the network, FOTW adopted it as a regional flag according this dubious source but without legal norms that endorse it, magnifying the hoax.
The user who uploaded this file may not know the background of this, but there is no law and exists the risk that Wikimedia Commons is imposing a flag that does not exist in this Panamanian region. In other provinces of Panama their flags are typified in legal norms, but this one in particular does not exist, and a circular reference will be created where other places (especially in Panama) believe that this flag is authentic.
