I don't know the person on the image, but from uploader history it seems to be Dominican rapper Aderly Ramírez Oviedo a.k.a. es:Rochy Rd, which this other file shows receiving an award. Awarded musicians are usually considered a noteworthy topic of educational value. There may be a licence or source issue, both of which are unclear. Uploader could probably have grouped deletion requests about similar files:
- Place Clichy 10:39, 12 December 2022 (UTC)
