Original uploader was en:User:CCMichalZ, who claimed "My own picture" on the original English Wikipedia image description page (en:File:Locoep09.jpg). I do not have direct evidence against that claim, but see en:Wikipedia:Possibly unfree files/2010 March 9#File:Sm03002.jpg and the following listings on that page for nine examples of images uploaded by CCMichalZ, claimed to be self-made, which were clearly not. See also Commons:Deletion requests/File:Gdanskglowny.jpg, Commons:Deletion requests/File:Politechnikaskm.jpg, Commons:Deletion requests/File:Stoczniaskm.jpg, and Commons:Deletion requests/File:Gdanskskm.jpg. Update: Found at http://www.psmkms.krakow.pl/kolej/ep09.htm, where it is credited to Michał Wojtaszek. Note that CCMichalZ says his name is Michał Piotr Zięba. —Bkell (talk) 06:37, 10 March 2010 (UTC)[reply]
