Yes, it probably is. Many images on Commons are licensed with a CC-by or similar free licence. This is still a free licence, but it does require the licence and source to be shown, so that attribution can be given, as required.
It's possible that this image is a composite entirely of public domain images not requiring attribution. But that's most unlikely. Andy Dingley (talk) 21:28, 7 April 2017 (UTC)[reply]

Also, not every free license is compatible. For instance, you can't combine a GFDL image and a CC-BY image into a collage and license the collage as either of the original licenses. --Damiens.rf 16:16, 12 April 2017 (UTC)[reply]
That's a good point, although general opinion is that CC-by can be combined with GFDL (and then licensed under GFDL), it's CC-by-sa that can't be. The problem is incompatibility of the copyleft aspects. Andy Dingley (talk) 16:45, 12 April 2017 (UTC)[reply]

So, VIGNERON, what's your point? Five of the images have licenses which require attribution. There was no attribution given, so the collage was a copyvio. Also, as I said, I think it is out of scope, but I probably would not have deleted it for that alone. I would not object if you restored it and added the necessary attributions. .     Jim . . . My point is: how the did we get to delete this file? True there is certainly problem(s) with these files (files as File:EIGTH LEFT-HAND.jpg is in the exact same situation even if nobody cared to be consistent) but it was very easy to fix the problem, and it's easier and more nice to correct than to delete.
