The file is the mug shot of Dimitrios Pagourtzis by the Texas Galveston County Sheriff's Office. As the file is a work of a Texas governmental agency, and the State of Texas does not grant instant public domain for governmental works, the template Template:PD-USGov doesn't apply here.
