The photograph was tweeted by Donald Trump, not the copyright holder. There is no confirmation at the given source that the photograph is public domain, or taken by an employee of POTUS. Searching on DVIDS gives no matches to this photograph, indicating that there is no release by the military and the photograph may well not have been taken by a military service employee. Excellent research thanks. The photo was not a match for "Conan, dog", which was the most obvious search. We can consider this DR withdrawn and include a link to the DVIDS source, noting that DVIDS does not give a name for the photographer, or the dog.
