It does look like it might be the scan in the UW collection, but that appears to be a different print of the same image (if you adjust the contrast in the Congressional Bioguide version you can see the suit appears to have the same stripe pattern). UW doesn't name the source or photographer, but does date it to c. 1985 when Evans was a U.S. senator. I'm not seeing anything that makes it look like the PD-USGov license is incorrect, although maybe it should have {{PD-scan}} applied too. —Tcr25 (talk) 16:36, 31 October 2023 (UTC)[reply]
  •  Keep It appears to be his official USGov portrait. It matches the style of others using the license from that time period, this is before they switched to color and having the flag behind and to the left. A boilerplate "Permission to Use Images" statement is not claiming that they own the copyrights, just that they have a print in their archive, and want to be recognized as the source of the image. --RAN (talk) 17:39, 31 October 2023 (UTC)[reply]
