Being published on a government website does not mean the photo was created by the government. There is no evidence that the photographer is/was an employee of the US Federal Government or that a work for hire exists. The photographer may just as well have been an independent contractor without a work-for-hire contract. - Keep No, but most often the official photographs are. That is a reasonable assumption. The site notice mentions the possibility of other authors, but they would normally be named. We have never held most USGov websites to a standard of having to name the individual photographer; the usual assumption is that things are public domain unless a specific credit is there. Just like we assume that an image on a company's website belongs to that company -- usually individual employees are not named. Carl Lindberg (talk) 05:22, 23 August 2011 (UTC)
