We have no idea when this image was first published. Yes, he died way over 60 years ago but that is not the criteria and I suspect this is a police file mugshot which, therefore, may not have been published for many years after his death Sitush (talk) 11:34, 27 February 2018 (UTC)[reply]

Copyright issues. As I said, we do not know when it was first published even though we do know when he died. The Brits took a lot of photos of "criminals" etc for record-keeping purposes. - Sitush (talk) 13:30, 27 February 2018 (UTC)[reply]
A fair few similar photos were uploaded by a serial self-publicist on Wikimedia projects whose name escapes me right now. He had got them from police files or similar while researching HRA members for his book. He has been indefinitely banned from several projects for incompetence but, of course, other sites will have picked up his uploads to this one before we removed them.
